PictureViewWeb is an easy to use self hosted image gallery for windows. All you have to do is to specify your library directory and the database path and you ready to go. The web front end recreates your directory tree so you can easily rearrange and sort your images without creating new virtual albums or collections.
Keep in mind: In order to operate the app scans all your photos and adds them to a local database file. This file will be about 2/3 the size your image library is, make sure there is enough disc space available.
